Ferhat EMİL  
   
   
Born in Ankara in 1954. Graduated from the Department of Economics and Finance of the Ankara University in 1978. At the same year, he joined to Department of the Treasury. Worked in different divisions including Exchange Controls, State Economic Enterprises until 1982. Received MA in Economics from Northeastern University, USA between 1982-1984. Upon his return to Treasury, worked predominantly in Public Finance and Debt Management Departments where he had participated extensively in the discussions with IMF missions during 1995 Stand by Arrangement between the Fund and Government of Turkey. Appointed as the director general of the Research Department in 1996. He became Deputy Under-secretary of the Treasury in 1997. Since then, Mr Emil covered IMF and World Bank relations including the preparation of December 1999 and May 2001 Stand by arrangements while he accumulated extensive knowledge and experience on conditionalities in terms of negotiating and implementing stand by arrangements backed by World bank Structural Adjustment Loans.
Mr Emil’s professional interest is in the area of fiscal transparency , public expenditure management and good governance which he had published articles and coordinated different government activities including World Bank Public Expenditure Review and IMF Fiscal Transparency Report (ROSC).

In addition to his professional work at the Treasury, Mr Emil is currently teaching at the Bilkent University ,Ankara.
Mr Emil is married with one daughter.His wife is Deputy Director General of Foreign Direct Investment Department of the Treasury.
